first make a cd of ubuntu live and insert into your DVD-ROMs or cd-rom and restart your computer and boot from cd (go to boot option and set DVD -rom is first device. normally del, f10, esc is shortcut key of bios, when system start press one of these key if any problem press master boot key that f12 when your computer on)

This command will restore you gnome configuration
rm -rf .gnome2 .gconf .gconfd .metacity – This command erases/removes all your gnome-desktop configuration files, forcing a re-spawn at restart. It's safe and effective.
And this will restore your desktop panel
To simply restore the top and bottom panels to their original state, use the following command:
gconftool --recursive-unset /apps/panel && killall gnome-panel
